Greetings, NHERI and DesignSafe members,
With the 2018 Hurricane seasons becoming active, the StEER network is
opening preliminary enrollment for researchers interested in participating
in possible responses to Florence or other major hurricanes this fall.
The National Science Foundation (NSF) recently awarded a 2-year EAGER grant
(CMMI 1841667) to establish the Structural
Extreme Events Reconnaissance (StEER) Network. StEER’s mission is to deepen
the structural natural hazards engineering (NHE) community’s capacity for
reliable post-event reconnaissance by (1) promoting community-driven
standards, best practices, and training for RAPID field work; (2)
coordinating official event responses in collaboration with other
stakeholders and reconnaissance groups; and (3) representing structural
engineering within the wider extreme events consortium including GEER in
geotechnical engineering and SSEER in social sciences to foster greater
potentials for truly interdisciplinary reconnaissance. StEER will also work
closely with the NSF-supported Natural Hazards Engineering Research
Infrastructure (NHERI) RAPID facility and cyberinfrastructure
Reconnaissance Portal to more effectively leverage these resources to
benefit StEER missions.
While StEER will roll out a broad engagement strategy to work with the
community to establish its policies, resources and training programs, and
launch a formal member recruitment campaign, NSF has also made available
supplements to support StEER in responding to events during StEER’s
two-year development period.
Note that participating in StEER responses does not preclude researchers at
US academic institutions from petitioning NSF directly for RAPID funding,
but does provide the opportunity to deploy without delay as part of a
coordinated, multi-institution effort with logistical support and travel
funding. Industry partners (e.g., insurance, practicing engineers,
mitigation product specialists) are encouraged to follow the steps below
for opportunities to participate in a deployment, but will not be eligible
for NSF funding. StEER is also interested in unfunded collaborations with
local, state and federal officials, as well as non-US academic researchers
responding to an event.
