[Ef] live convert older IP camera stream to RTSP?

I'm trying to connect my old Sony IP cams with only JPEG/MJPEG streams to
an NVR that only takes ONVIF or RTSP. I've messed a lot with
ffmpeg/ffserver and VLC with no luck in creating an RTSP stream that is
stable and works. Has anyone ever done something like this or has any ideas
on how to take an MJPEG stream and convert it live to an RTSP stream?
