[Nheri-council] Contacts in other organizations

Dan,

I have added to the spreadsheet contacts for what I thought were 
relevant committee/divisions of the American Geophysical Union (AGU) and 
the European Geosciences Union (EGU), the editor and associate editors 
of the ASCE Journal of Waterway, Port, Coastal and Ocean Engineering, 
several of the relevant (from my perspective) ASCE Institute contacts, 
my own NOAA, NASA, and NCAR contacts as the ADCIRC surge and inundation 
modeling listserv e-mail.

I hope we are getting some decent numbers now.
