[Nheri-council] Message to the NHERI Community

Dear Council Members,

A small group of the Council consisting of Ellen Rathje, JoAnn Browning, 
Dan Cox, and Greg and Matt from
the SimCenter and I prepared the attached draft message. As discussed 
yesterday during the Council meeting,
we are now reaching to you for support and comments to improve it. It is 
also shared with NSF and your prompt
feedback is appreciated.  We would like to post it and distribute to the 
NHERI community next week.
