[Ef] New Curation Resources for NHERI Experimental Facilities

We are in the process of updating the DesignSafe User Guides, as well as the curation resources for data publishing.  The new resources include the Experimental Facility Checklist that I presented to many of you at the NHERI Council.

All of the new resources can all be found at: https://www.designsafe-ci.org/rw/user-guides/.  We hope that you and your researchers will find these new resources helpful.  Please pass this information along to your researchers so they can become familiar with data publishing.
