[Nheri-council] DesignSafe-EF On-boarding Checklist

Hi all:

Thanks for the feedback on the on-boarding checklist for the EFs.  Attached you will find a slightly revised document from what I showed at the meeting today.  Any additional feedback is welcome.

I will note that Dan Cox (OSU) and Dan Wilson (UCD) both volunteered to go through this checklist with their users during current on-going projects so that we can get some real-world feedback and identify improvements that may be needed.  I will hope that they can each give us an update during the next NHERI Council meeting in January.  Any others who might try to use it between now and then will also be welcomed to give feedback.
