[Usecase] Template for Use Case Product Documentation

Hi all:

Attached please find the long-awaited template for the use case documentation.  This Word document describes the general organization you should use for your documentation.  The key components are the main headings and text/figures.  For now, you can do all of your work in this Word document.  We will follow up in the next month with information on how to take the information in this word document and organize it within a github project using markdown files so it will render via Make the Docs.

Use Case Leads--please make sure to discuss the template during your next Use Case meeting.
