[Nheri-council] Updated Projects Data Slide and excel file.

As agreed, here it is. The ppoint slide now includes total utilization 
days by the
NSF projects at the facility and 1 additional NSF project at each 
facility to reflect
maintenance and calibration. The spreadsheet file contains the data. I 
did not
differentiate partnerships with other agencies as payload projects, nor 
did we include
utilization days by projects supported by other agencies.
