[Nheri-council] Message from the User Forum to the Council

Dear Council members and Joy,

Please see below a message from Stephanie Smallegan, Chair of the NHERI 
User Forum, with some
important attachments for your review and comment. Stephanie will be a 
guest at the upcoming
Council meeting and available to answer questions. Note that her request 
is time sensitive.

> As you are likely aware, the UF conducts an annual community user 
> satisfaction survey for NHERI users. The survey report of this year's 
> assessment is attached to this email as a pdf and a doc ("2020 NHERI 
> USS Report"). We are asking the NCO and Council to please review this
